Targeting logistics key to countering financing of terror
“An army marches on its stomach” is a very old saying with a very contemporary importance: Logistics support matters tremendously for any kind of fighter. With that in mind, the U.S. State Department added to its sanctions list individuals who provide logistics support for ISIL and for Peru’s Shining Path militia.
One of the ISIL terrorist designees, for example, “manages arriving foreign terrorist fighters, handles guesthouses for them, and transports suicide bombers on behalf of ISIL,” according to a State Department news release.
Another of the designees “is a Shining Path leader in charge of the military and ideological training of children,” according to the State Department.
Several of the new additions to the sanctions list are obviously responsible for direct terrorist attacks, but the targeting of the support systems of terrorists is also a crucial element in preventing terror and in stopping the flow of funding and support that facilitates attacks. The State Departments notes that “designations of terrorist individuals and groups expose and isolate organizations and individuals, and result in denial of access to the U.S. financial system. Moreover, designations can assist or complement the law enforcement actions of other U.S. agencies and other governments.”
